The Internet has become part of the nation's critical infrastructure. Few would want to return to the days before instant information and plug compatible network connections became the norm. Even as high speed broadband networking makes more and more innovation in every day life a practical reality, important decisions about the future of the Internet remain. Most innovative applications and services, for instance, depend on network access. Some network operators, however, think they should be able to restrict access. Other challenges to Internet growth and expansion depend less on business models and more on controlling the bad behavior of a relative few, including those that use this medium to invade privacy, steal identities, spam consumers and spread spyware.
