PS Defense Committee

This committee represents the interests of IT vendors in the Department of Defense and Intelligence community marketplace. Providing a venue for the largest of government sector clients, the Defense Committee focuses on topics such as business software and enterprise solutions, logistics, RFID, information assurance, wireless, and Netcentric operations, information sharing and acquisition of IT in these arenas.

Subcommittees

  • PS Defense Outreach Task Group
    This group works to bring the IT industry perspective to program managers and contracting, acquisition and procurement officers throughout DoD and the services, as well as reaching out to industry to engage them in IT industry issues. It provides senior industry speakers to the National Defense University and the Defense Acquisition University.
  • PS Intelligence Subcommittee
    This group focuses on the specific needs of the Intelligence community, particularly on the developments related to information sharing as a role of the ONDI and reform of the security clearance granting process.
  • PS Information Assurance Task Group
    This task group focuses on the Defense Science Board study to assess the risk of foreign influence on [DoD] software and suggests technology and other measures to mitigate the risks. It also focuses on the Supplier Assurance schema being discussed by DoD.
  • PS DoD Acquisition Reform Task Group
    This task group is exploring the many reforms proposed over the past several years for DoD Acquisitions to identify and recommend improvements specifically for IT acquisitions in the Defense arena. The objective is to develop reforms that can facilitate timely and responsive IT acquisitions.
  • PS Defense Logistics Modernization Task Group
    This task group will work to make recommendations to DoD regarding modernization of logistics, with a focus on data systems and how they impede or enhance modernization.
  • PS Defense Roundtable Dialogue Series
    These roundtable events allow dialogue between Defense Department officials and industry executives in an intimate, non-sales environment. Current policy issues and programs are discussed as appropriate by attendees.

01-29-10: DoD Memo "Estimating and Comparing the Full Costs of Civilian and Military Manpower and Contract Support"

  • Establishes business rules for use in estimating and comparing the full costs of military and DoD civilian manpower and contract support.
  • Applies to OSD, the Military Departments, the Office of the Chairman of Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of DoD, the Defense Agencies, the DoD Field Activities, and all other organizational entities within DoD (the "DoD components").

01-27-10: Section 8116 of HR 3326 (Franken Amendment)

  • Prohibits Federal contracts greater than $1 million being awarded to contractors and subcontractors who use binding arbitration to settle claims of sexual assault or harassment, including assault and battery, intentional infliction of emotional distress, false imprisonment, or negligent hiring, supervision, or retention.

01-27-10: Defense Committee Meeting- Mitchell Komaroff Bio

  • Mitchell Komaroff is the ASD(NII)/DoD CIO focal point for transactional risk management of matters arising in Committee on Foreign Investment in the U.S. (CFIUS) as well as Federal Communications Commission Licensing matters; he is the DoD lead for policy development addressing global supply chain risk.

07-31-09: Directive-Type Memorandum (DTM) 08-027 – Security of Unclassified DoD Information on Non-DoD Information Systems

  • Establishes policy for managing the security of unclassified DoD information on non-DoD information systems.
  • Applies to:
    • OSD, the Military Departments, the Office of the Chairman of Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of DoD, the Defense Agencies, the DoD Field Activities, and all other organizational entities within DoD (the "DoD components").
    • All unclassified DoD information in the possession or control of non-DoD entities on non-DoD information systems, to the extent provided by the applicable contract, grant, or other legal agreement or understanding with the Department of Defense. It does not apply to outsourced IT-based processes as described in Reference (c) of DoD Instruction 8510.01.
