PS Homeland Security Committee

Overview:

This Committee represents the IT industry in Homeland Security strategy, funding, procurement, liability, and other issues. TechAmerica's Homeland Security Committee is the premier group dedicated to promoting the use of IT to enhance national security operations. By working closely with officials at the Department of Homeland Security, TechAmerica promotes our members' business and policy interests in relation to first responders, security product evaluations, identity management, infrastructure protection, privacy, and other areas critical to the security of the nation.

Since its inception in November 2001, the Homeland Security Committee's agenda tries to expand a rational and productive dialogue in the Federal national security IT marketplace. This is accomplished through a series of programs and activities that aim to bring government customers together with vendors. Some of the Homeland Security Committee's most recent initiatives have been negotiations with various agencies and the Executive branch to address liability issues that might affect the ability of the IT industry to fully support vital homeland defense initiatives. Other projects include providing insights and perspectives to the Administration regarding its Enterprise Architecture Plan, Homeland Security Presidential Directive 12 (HSPD-12), and the development of a government-wide Identity Management strategy.

The Homeland Security Committee meets monthly, excepting August and December. All TechAmerica members are welcome to participate. Guests may be invited on a case-by-case basis.

Subcommitees:

PS Identity Management Subcommittee

  • Chair: Tom Oscherwitz, ID Analytics
  • Vice Chairs: Kathleen Carroll, HID Global | Cheryl Waldrup, Daon

This subcommittee provides a forum for industry to work with Federal and State governments to develop best practices for the authentication and verification of identity, as well as to promote the use of technology to increase the security of our credentialing and access systems. The task group is focused on helping the government ensure an individual's true identity before it issues a secure credential or grants access to secure systems or facilities. Issues of real interest to this group are HSPD-12, FIPS 201, Secure ID, RFID, and other government credentialing programs.

The 9/11 terrorist attacks in Washington, New York, and Pennsylvania raised our awareness that identity theft is no longer just a tool used by the common criminal to seal money; it has become a tool of malicious non-state actors who aim to infiltrate our country and cause harm on a massive scale. On July 22, 2004 the National Commission on Terrorist Attacks Upon the United States ("The 9/11 Commission") found that:

"Secure identification should begin in the United States. The federal government should set standards for the issuance of birth certificates and sources of identification, such as drivers' licenses. Fraud in identification documents is no longer just a problem of theft. At many entry points to vulnerable facilities, including gates for boarding aircraft, sources of identification are the last opportunity to ensure that people are who they say they are and to check whether they are terrorists."

TechAmerica's Identity Management Subcommittee is the industry's voice in communicating with government on the issue of secure identification. The committee meets monthly, excepting August and December. All ES Division members  are welcome to participate. Guests may be invited on a case-by-case basis.

PS Privacy Task Group

The work of the Privacy Task Group will buttress the premise that TechAmerica members value privacy as part of an organization's business operations and systems. The Committee's work is intended to promote education and awareness of privacy among members, to articulate opportunities for privacy as a systems design element, and to support appropriate policy advances related to privacy.

PS Federal RFID Task Group

Innovation in the radio frequency identification (RFID) technology industry is rapidly transforming the government and commercial markets. This task group was created to focus on policy and privacy issues surrounding RFID adoption, deployment, and implementation at the Federal Government and international levels.

PS Information Sharing Task Group

  • Chair: Howard Steinman, PRTM

This group focuses on the interoperability of information systems and the secure exchange of data across Federal Government environments, as well as on the development of an information sharing environment that includes Federal, State, Local, and Tribal entities, and the implications and requirements this type of environment will place on currently-deployed IT systems and technology programs.

PS Secure Credentials Task Group

  • Chair: Harold Kocken, Deloitte Consulting
  • Vice Chair: John Hilliard, L-1 Identity

This task group was created to work with the Department of Homeland Security on regulations to increase the security of drivers' licenses and state-issued identification documents. The group focuses on promoting both the need for and the benefits of a secure credential and works closely with States to promote technology solutions to help comply with new secure identity requirements and to help reduce the cost burden. The task group remains focused on Secure ID implementation issues, both at the State and Federal levels, and worked extensively on PASS ID legislation with Members of Congress.

PS Homeland Security & Law Enforcement Roundtable Dialogue Series

These roundtable events allow for substantive policy dialogue between industry executives and senior officials at the Department of Homeland Security in an intimate, non-sales setting.

  • TechAmerica recognizes that all of the outlined PS-PREP standards recommended are appropriate in intent, but some standards could have unintended consequences. Multiple approaches can be used to help DHS comply with the requirements of Title IX of the Implementation of the 9/11 Commission Recommendation Act of 2007.
